Prior to The South Industrial Priority Area (SIPA) Specific Plan, the City of Fresno was relying on several adopted policies laid out in multiple General Plans. The purpose of the SIPA document was to consolidate all of the City’s adopted policies regarding the South Industrial Priority Area and provide a vision for growth and development in Southeast Fresno over the next 20–30 years. Our task was to provide an overview of the document’s organization and structure and identify areas that would benefit from additional illustrations. We were able to design and layout an easy to understand, stand-alone planning document – in English and in Spanish – that reaffirmed the approved General Plan and provided context to an environmental impact review.
